IRVINE, Calif. (December 29, 2011) - Brandman University announced today that Marshall Kaplan will be advising Chancellor Gary Brahm and working with the School of Business and Professional Studies to broaden the scope of the Master in Public Administration Program (MPA).
Kaplan will work closely with key Orange County business, government and non-profit leaders with a focus on enhancing the strategic plan for Brandman’s Master of Public Administration Program.
His priorities include:

As Dean of the Graduate School of Public Affairs at the University of Colorado for fifteen years, Kaplan created three Centers at the University of Colorado: Center for the Improvement of Public Management; Center for Public Private Sector Cooperation; and Center for Health Ethics and Policy. Under Kaplan’s leadership, the MPA program received national recognition and rose in the U.S. News and World Report Rankings to become a top school of public administration and public policy.
Marshall Kaplan has authored six books and numerous articles on urban and regional policy, social welfare issues, and poverty.
More recently, he served as Executive Director of three operational foundations for Paul Merage in Orange County: the Merage Foundation for the American Dream; the Merage Foundation-Children First; and the U.S. Israel Trade Foundation.
In addition to his new post at Brandman, Kaplan is President of Pathways to Opportunity, a new non-profit, created to help expand the choices of low income families and children in Orange County. He assumes this role following the resignation of the program’s founder and director, Dr. Fred Smoller, who remains a full time faculty member in the MPA program and continues to serve on the Brandman faculty.
