* Estimated loss of opportunity for new community college transfer-in students to California State Universities was based upon data from the CPEC report “Ready or Not, Here they Come” (2010).  For the calculation of loss of opportunity for transferring students to the CSU, the CSU’s undergraduate new seat capacity, before and after the budget cuts, were calculated.  This calculation was based upon the CPEC estimates of the CSU’s expected new seats (the number of available new seats for transfer-in and other new start students) before the budget cuts, and then was adjusted for expected reduction in new seats after the cuts (-20,000 students).  The capacity estimate was then adjusted for to reflect only undergraduate new students (a multiplier of .83, based upon CPEC recommendations).  Transfer student demand was isolated using transfer-in CSU projections from CPEC forecasts.  Percentage of space lost at the CSU for CC transfer-in students (due to cuts) was reflected as the proportion of seats available relative to the transfer demand before, versus after, the budget cuts.  This calculation was done for CPEC enrollment forecasts for both the CSU for the 2009-2010 academic year and for the 2010-2011 academic year.
