Connie Phillips was appointed Assistant Professor at the Irvine campus beginning Fall, 2012. Prior to this she was adjunct faculty in Organizational Leadership at Brandman and taught at Cal-State Fullerton in the MPA program. She has 30+ years of local government experience in a variety of management positions. Most recently she was the Training and Organization Development Manager for the City of Anaheim. She has done consulting projects for a variety of local governments. She has taught the core competency program offered by the International Public Management Association – Human Resources, both in the United States and China.

Dr. Phillips completed her dissertation in 2012 on City Managers’ perspectives on leadership local government.
