The U.S. Department of Education reports an 11.6 percent average loan default rate at for-profit institutions, with some individual default rates higher than 30 percent. The U.S. Department of Education plans to release a series of rules this winter that will penalize schools graduating students with heavy debt loads and poor job prospects.
